‘Trouble-Shooter’ Mopalwar Transforms Maharashtra’s Infra Landscape

If the Maharashtra government led by💫 Chief Minister Eknath Shinde and Dy Chief Minister Devendra Fadnavis has been able to give fillip to several projects in the way they🐻 were envisaged, then it goes to the credit also of veteran bureaucrat Radheshyam Mopalwar, a 1995 batch IAS officer, presently helming the War Room (Infrastructure Projects) in capacity as Director General (DG).

The speed and perfection of the projects under his supervision over the ꦫpast several years were phenomenal. Analysts believe that Maharashtra leadership could fast-track the implementation of projects banking solely on Mopalwar’s visionary approach and goal-focused mind🧸-set.

Last year, the Eknath Shinde-Devendra Fadnavis government was going through the process of zeroing in on a dedicated officer who could oversee the efforts aimed at giving a major push to infrastructure development in Maharashtra. Mopalkar emerged as the most suitable officer for the job for the War Room. If extraordinary understanding of every single aspect of an infrastructure project was any parameter for such a posting, there was no match for Mopalwar. Hence, the choice came down on him only. He proved his mettle as well. In every review meeting, Mopalwar helped both the CM and🅺 the Dy CM have a better and wider understanding of the pending, stuck, on-going and future infrastructure projects worth over 10 lakh crore. Trouble-shooting ideas that Mopalwar reportedly shared with the leaders happened to be unique and effective. The problems were resolved on many occasions implementing the ideas shared by Mopalwar. His performance as MSRDC VC and MD while being involved in the development of Nagpur-Mumbai Samruddhi Marg was stupendous. Every single decision taken by him was on record with data available to establish his errorless work with regard to this Super Expressway project that covers two-thirds of Maharashtra.

He ဣhad been given charge of MSRDC in 2017 and when he retired in 2018, Mopal🌜war was given an extension. Mopalwar has been given around five extensions after his retirement, which included him holding post of MD MSRDC, heading Covid-19 documentation team and then being appointed as DG War Room for infrastructure projects by CMO. According to information, Mopalwar is due for another extension now. The Maharashtra watchers are confident that he will get another extension as several projects he is working on are on top priority for the Maharashtra government. Shinde cannot afford to do without Mopalwar, with many projects on the verge of being implemented and completed. Mopalwar is also associated with the Bullet Train project which the War Room has taken up as a priority assignment. The remaining part of the land acquisition for the Bullet Train project has to be completed. Mopalwar is expected to do away with the complexities that are hindering the land acquisition work. He has done it in the past in terms of land acquisition tasks during the Mumbai-Nagpur Samruddhi Mahamarg project. Mopalwar successfully supervised and monitored the 701-km long ₹55,335 crore ($6.69 billion) Samruddhi Expressway -- linking Vidarbha's largest city, Nagpur, to the country's financial capital, Mumbai.

By virtue of his result-oriented and go-getter performance track record, Mopalwar has been in the good books of top leaders of various governments. He has served honestly and diligently with single minded pursuit of the goal. There is no doubt that Maharashtra owes its infrastructure development to Mopalwar to a great extent. Several agencies are of course involved in executing various projects. These include Mumbai Metropolitan Region Development Authority (MMRDA), Mumbai Metro Rail Corporation (MMRC) and Maharashtra State Road Development Corporation (MSRDC). But the War Room DG (Infrastructure Projects) Mopalwar is overseeing and monitoring all the projects related to infrastructure development of the state🎃. The government as well as officials of these agencies look towards Mopalwar for guidance to resolve any issues that do come up during the execution and implementation process. As an MD of MSRDC, Mopalwar looked after Mumbai-Nagpur Samruddhi Corridor, Versova Bandra Sea-Link, expansion of Mumbai-Pune Expressway and Thane Creek Bridge. He coordinated with multiple agencies to ensure smooth execution of Mumbai Trans-Harbour Link, Metro Projects in Mumbai, Pune and Nagpur and the Konkan coastal road. In December last year (2022), Mopalwar was given the post of DG in War Room Infrastructure Projects. It is due to efforts by Mopalwar that over 50 per cent of work has been completed on a new bridge that aims to smoothen traffic between Mumbai and Navi Mumbai. Reports say that the bridge, comprising separate arms on either side of the existing bridge across Thane Creek, aims to increase the number of existing road lanes between the two cities from six to 12.
